In particular the tasks will include:

• Coordination of Web Content related activities within the operations context;
  
• Implementation of EUMETSATs web service interfaces to partner organisations which
  will include technical contributions in expert teams and limited amount of travel within
  Europe;
  
• Analysis of the operational requirements and identification and implementation of the
  tools to fulfil them;
  
• Design, implementation and testing of corrections, improvements and evolutions. This
  requires the analysis of user requirements, the specification and installation of S/W, the
  generation and maintenance of technical documentation;
  
• Design, implementation and support of the dissemination related web services and
  applications;
  
• Provision of engineering level support to the User Service Web applications;
  
• Preparation, validation and maintenance of ground segment maintenance and operational
  procedures and technical documentation in relation to Internet Services;
  
• Support the operation of the systems, by monitoring the performance and, in case of
  anomalies, identifying and applying appropriate first-line corrective actions. This task
  requires the provision of stand-by and call-out support out of normal working hours (see
  below);
  
• Investigations into system anomalies that impact on the internet services and provide
  corrective actions;
  
• Support the delivery of software externally developed, its installation, configuration and
  testing;
  
• Preparation and production of routine reports as necessary;
  

In addition to having a University degree (or equivalent) in a relevant discipline, the
Consultant shall have experience of software development, operation or maintenance in
operational highly available near-real-time systems and be very familiar with web
technologies.

Knowledge and experience of the following is mandatory:

• Java and Perl programming languages and operating system scripting languages
  
• XML, XML Schema and XSLT technologies;
  
• In depth knowledge of the development and maintenance of web interfaces and services
  using Tomcat and Apache Web Server in a UNIX environment;
  
• In depth knowledge of portal technologies, web application server and web security
  concepts;
  
• OGC Standards such as CSW, WMS, WCS, WFS;
  
• Experience in knowledge and practice of the following ISO standards:
  - ISO Metadata Application Profile (ISO19115/19119)
  - ISO 19139 (XML encoding of ISO 19115/19119)
  - ISO 23950 SRU
  
• SSO (OpenSSO), WS-Security, WS-Trust;
  
• Web Services (Apache CXF, Axis2);
  
• Source Code control system, preferably IBM Rational Clear Case or SubVersion;
  
• Configuration Control;
  
• Formalised Software Testing;
  
• Tool-based Software design UML2 (e.g. Enterprise Architect);
  
• The ability to obtain a full system overview in the area of responsibility;
  
• Very good communication, presentation and team working skills combined with the
  ability to perform under high workloads;
  
• The ability to adapt to a rapidly changing environment and obtain a system overview;
  

Practical knowledge of as many as possible of the following will be an advantage:

• Meteorological Image Processing and data format conversions (NetCDF, HDF5,
  JPEG2000, BUFR, GRIB, MSG/ MTP/EPS native formats etc);
  
• Data base application programming using JDBC;
  
• The provision of real-time data services;
  
• Writing of formal technical documentation
  
• Basic System knowledge of Solaris 10
  

The variety of the tasks and the scope of the systems to be supported require a high degree of
autonomy and good analytical skills.

The official languages of EUMETSAT are English and French. The working language for
this position is English and therefore the consultant must be able to work effectively in this
language and have knowledge of the other.
