MSG -3 Launch and Commissioning
- The Consultant shall support the MSG-3 System Review activities, particularly in the areas of
review preparation and execution. Support will be required to cover, as a minimum, reviews
relating to the Ground Segment and Operations Preparation readiness for launch,
Commissioning and readiness for Routine Operations for MSG-3. It may be necessary to hold
intermediate, incremental review board meetings to track progress and keep the review board
informed of significant developments in status.
- In this context, as a member of the Review Board, the tasks of the Consultant will include the
following:
· Participation in the organisation and planning of the review activities;
· Participation in the Review board activities as appropriate;
· Preparation of the review board reports and recommendations, and associated
presentations to the review steering committee as necessary.
- The MSG-3 launch is currently planned for early 2012.

Metop-B Launch and Commissioning
- The Consultant shall support the Metop-B System Review activities, particularly in the areas
of review preparation and execution. Support will be required to cover, as a minimum,
reviews relating to the Ground Segment and Operations Preparation readiness for launch,
SIOV, Commissioning and readiness for Routine Operations for Metop-B. It may be
necessary to hold intermediate, incremental review board meetings to track progress and keep
the review board informed of significant developments in status.
- In this context, as a member of the Review Board, the tasks of the Consultant will include the
following:
· Participation in the organisation and planning of the review activities;
· Participation in the Review board activities as appropriate;
· Preparation of the review board reports and recommendations, and associated
presentations to the review steering committee as necessary.
- The Metop-B launch is currently planned for April 2012.

Sentinel-3a Launch and Commissioning
- The Consultant shall support the Sentinel-3a System Review activities, particularly in the
areas of review preparation and execution. Support will be required to cover, as a minimum,
reviews relating to the Ground Segment and Operations Preparation readiness for launch,
Commissioning and readiness for Routine Operations for Sentinel-3a. It should be noted that
the Sentinel-3 development phase is conducted under the responsibility of ESA.
- In this context, as a member of the Review Board, the tasks of the Consultant will include the
following:
· Participation in the organisation and planning of the review activities;
· Participation in the Review board activities as appropriate;
· Preparation of the review board reports and recommendations, and associated
presentations to the review steering committee as necessary.
- The Setinel-3a launch is currently planned for early 2013.

MTG and post-EPS Development Activities
- The Consultant shall support the MTG and post-EPS System Review activities, particularly
in the areas of review preparation and execution. Support will be required to cover, as a
minimum, reviews relating to the System and Ground Segment design and development.
- In this context, as a member of the Review Board, the tasks of the Consultant will include the
following:
· Participation in the organisation and planning of the review activities;
· Participation in the Review board activities as appropriate;
· Preparation of the review board reports and recommendations, and associated
presentations to the review steering committee as necessary.

Operations Management Support
- The Consultant shall support Operations Management in the preparation activities related to
achieving operational readiness for the launch and commissioning of the first Metop
spacecraft. This will comprise support to the preparation and maintenance of the relevant
management level documents (Operations Management Plan, Operational Service
Specification), and additional documents (Critical Issues, Readiness Criteria …etc.).

The Consultant will be expected to have extensive experience of Operations Preparation and
Operations Execution in a space-related environment. Experience is required of Operations
Preparation and the transition of systems under preparation into operations.
|
A significant portion of this experience will have been gained at senior management level,
based on a strong technical operations-related background.
|
The Consultant shall be able to conduct all activities in an orderly and disciplined manner,
shall be able to work calmly and correctly under stress and must be able to work with the
minimum of supervision.
|
Fluency in English is mandatory and a working knowledge of French would be an advantage,
together with good communication skills.
|
The ability to use computer packages for text processing is essential, as is access to electronic
mail/Internet.
|
|
The specific activities will be agreed against each of the tasks identified in section 4 on a
monthly basis. The total man-days of effort envisaged under the contract are a maximum of
90 during 2010.
|
Generally, up to 30% of a man-year of effort will be required for each year of the duration of
the contract. Up to half of this 30% may be required to be spent at EUMETSAT in
Darmstadt. Additionally, some travel within Europe may be necessary.
