Ground Stations System Engineering Support  (ab 01.01.2010)

Since 1989 BITWORKS offers IT consultancy, software development and system/network support to international customers from industry, authorities and organisations.

To complete the existing Ground Segment Engineering Group at EUMETSAT in Darmstadt, we are looking for a well experienced full-time Ground Stations System Engineering Support.

 Der Kontext

The consultant will be part of the Ground Segment Engineering Group of the SES Division,
working in close co-ordination with the MTG Ground Segment and System teams. The tasks
assigned to the Consultant will be agreed through dedicated work-packages with clear
identification of activities and outputs expected.

 Ihre Aufgaben

It is expected that the tasks of the Consultant will include as a minimum:

  • Contribute to the generation of ground stations related MTG design and requirements
    documentation (at the Architectural Design Level)
  • Identify and translate the relevant MTG user/system/ground segment level requirements
    into detail ground stations system requirements.
  • Provide support to the MTG Preparation Programme covering all aspects of the MTG
    ground stations.
  • Contribute to the definition of the ground segment data flows regarding the interfaces
    between the ground stations and the rest of the MTG ground segment and/or satellites
    from a system engineering point of view.
  • Contribute to the preparation of the MTG Validation and Verification (V&V) activities in
    the area of ground stations.
  • Contribute to the preparation of the SoW for the procurement of the MTG ground stations
    (TT&C and Mission Data Acquisition parts).
  • Contribute to the preparation of the technical specifications and requirements documents
    for the procurement of the MTG ground stations.
  • Support to the evaluation of offers answering to the Invitations To Tender in the area of
    the MTG ground stations (technical and managerial parts).
  • Support in the follow up and participation in the technical meetings and reviews during
    the implementation of the development contracts for the MTG ground stations.
  • Participate in the STC Lab activities by contributing to the system definition and
    specification of STC Lab applications in support of the different programmes.
  • Contribute to the STC Lab development activities and participate in the specific testing
    campaigns (definition and actual activities) at the different EUMETSAT ground stations
    locations.

In the performance of these tasks, the consultant shall apply the relevant organisational and
programmatic quality management procedures as well as the relevant ground stations system
engineering standards.

 Ihr Profil

The Consultant shall have a university degree (or equivalent) in an engineering discipline
relevant to the job profile together with the experience and capability to fulfil the assigned
tasks with a minimum of supervision.

He/she shall have, as a pre-requisite, a demonstrated experience in a similar function for at
least 5 years. This experience shall include in particular:

  • System Engineering practices and experience on the implementation of the full
    lifecycle of requirements engineering of a Space System (Spacecraft, Ground
    Segment, System);
  • Design and requirements engineering of large and complex Earth Observation related
    ground stations (e.g. MSG PGS or EPS CDAs);
  • Ground stations system and subsystem design and implementations for TT&C, mission
    specific and satellite communications ground stations
  • Technical background in the implementation and V&V of large antennas and tracking
    systems (ACU and receivers inclusive);
  • TT&C baseband equipment (including ranging systems) and SLE compliant
    implementations;
  • System requirements and implementations of Mission Data Acquisition baseband
    equipment (e.g. EPS/Envisat FEP like high data rate demodulators and TM
    processors);
  • Specification and system performances of In Orbit Test systems in support of SIOV
    activities (RF related) for Earth Observation satellites;
  • Local and Remote M&C system for ground stations;
  • System experience with Link budget analysis and tools in the frequencies relevant to
    EUMETSAT Missions (L-Band, S-Band, C-Band, X-Band, Ku-Band, K-Band and Ka-
    Band);
  • Experience in production of technical documentation;
  • Standard RF and microwave tools and S/W package for generation of signal processing
    related simulations and/or semi-automated measurement procedures for complementing
    the capabilities of the STC.

In addition, the knowledge and experience of the following processes/areas is considered as
an asset:

  • Meteosat Data Collection System (DCS).
  • Knowledge of ECSS Standards, and in particular ECSS Engineering Standards in the
    area of RF and modulation standards;
  • Knowledge of CCSDS Recommendations, in particular in the area of RF and
    modulation standards as well as Space Link Extensions related recommendation;
  • Industry “best practices” on maintenance policies and procedures for ground stations
    supporting operational programmes (24/7).

The Consultant shall be in possession of sound management and interpersonal skills to
conduct the responsibilities described above autonomously and with a minimum level of
supervision, exhibiting good oral and written communications skills, analytical capabilities,
and motivation.

The official languages of EUMETSAT are English and French. The working language for
the position is English and therefore the consultant must be able to work effectively in this
language and have knowledge of the other.
