The Consultant shall work in the Operations Department as a member of the LEO Monitoring
& Control Application Team, which is part of the Maintenance & Engineering Division. The
LEO Monitoring & Control Application Team performs the maintenance activities for the
following EPS ground segment Mission Control Facilities / Functions:
- Mission Control System, consisting of
o Mission Control System configuration and SSI applications (A-MCS) (on-site
development)
o Core Mission Control System (C-MCS) procured from Integral Systems
o On-Board Software Management Function (OBSWMF) procured from
Deimos
- Flight Dynamics Facility (FDF) procured from GMV
- Mission Planning Facility (MPF) procured from GMV
- OpsPrep Facility (MOIS) procured from RHEA
- Infrared Atmospheric Sounding Interferometer Ground Interface Facility (IASI GIF)
procured from EADS
- Operations Support Entity Real Time Facility (TMPropagator) procured from
Heavens Above
- Mission Control Function (MCF) Tools (on-site development)

The MCF tools are a suite of internally developed tools for the purpose of visualisation and
distribution of satellite report format, satellite telecommand history information, MCS events,
FD predicted geometrical events database, MCS archive telemetry retrieval tool, GOME
timelines, CGS production reporting and satellite admin messages.
|
The Consultant will mainly work in the area of Mission Control Function (MCF) Tools and
the Mission Control System, but shall have as well the ability to work on the remaining MCF
facilities as necessary. The tasks of the Consultant will typically include:
- Design, evolution, implementation and maintenance of the existing and / or new MCF
tools
- Generation and analysis of user requirements with the operational users
- Preparation of technical notes and attendance to technical meetings as necessary
- Preparation and maintenance of ground segment maintenance procedures in particular
for the MCF tools. Implement, develop and/or procure test tools to perform nonregression,
functional and performance testing of the Mission Control Function
facilities
- On-Site correction of MCF tools based on anomaly reports (ARs)
- Verify correct installation, in accordance with MED processes, for the assigned
facilities/tools. This comprises application as well as operational data installation
- Check on a daily basis the status of the assigned facilities and take preventive
measures in order to avoid malfunction
- Participation to any MCF facilities testing and related activities on facility as well as on
system level as necessary
- Preparation and production of routine reports as necessary
- Ensure operations continuity, e.g. by provision of on-call services

In addition to having a University degree (or equivalent) in a relevant discipline, the
Consultant shall have experience with ground segment maintenance.
|
The consultant shall have a service and goal oriented attitude with a good level of
communication skills enabling working in a highly flexible integrated team. Furthermore, the
Consultant shall have, as a pre-requisite a demonstrated experience of five years in the
following:
- Mission Control functions specifications / development and operations within a space
system
- Programming Languages C, C++, Java, PYTHON
- Web development with PHP, CSS & HTML
- XML
- Object oriented design / development (UML)
- Software development for MS Windows and UNIX / Linux
- Database design, implementation & maintenance, in particular for MySQL
- Maintenance of ground segment monitoring & control systems
- Maintenance of Low Earth Orbiting satellite monitoring & control systems
- AIV related activities (test procedure generation, requirements verification and
validation)
- UNIX/LINUX operating system usage & administration

It would be a distinct advantage for the Consultant to have experience with some of the
following:
- EPOCH COTS M&C software and SSI interfaces
- CVS Version Control software
- Subversion (SVN) Version Control System
- Dimensions Configuration Control software
- IBM AIX
|
The Consultant shall be able to conduct all activities in an orderly and disciplined manner,
shall be able to work calmly and correctly under stress and must be able to work with the
minimum of supervision
|
The official languages of EUMETSAT are English and French. The working language for
the position is English and therefore the consultant must be able to work effectively in this
language and have knowledge of the other.
